Unify zone table into routing table, and round out some more of the router itself.

  • Zones are now part of routes
  • Zones are stored in sets
  • RTMP Data packets from other routers will be responded with ZIP Queries for networks without any zones (TODO: check)
  • AURP peers will receive more than just the configured network and zone in RI-Rsp
